The current membership of SCURL comprises all Scottish HEI and research libraries, the two major public reference libraries in Glasgow and Edinburgh, the National Library of Scotland, National Museums Scotland, the Open University, Queens University Belfast and the Royal Botanic Garden Edinburgh.

A representative of the Scottish Library and Information Council (SLIC) attends meetings.
